Deputy commissioner


The chief executive officer of district is called Deputy commissioner.
There are so many government offices running by Deputy commissioner as
District education officer
District industries officer
District civil supplies officer
District public relations officer and others.

Deputy commissioner is called as the eyes , ears , mouth and hands of government.

Appointment 

Deputy commissioner is always an IAS officer. President of India appoint the members of IAS on the recommendations of UPSC.

FUNCTIONS OF DEPUTY COMMISSIONER

A) As the chief executive officer
B) As District collector
C) As the Deputy commissioner
D) As the District Magistrate

A) As the chief executive officer

1. To maintain the law and order 
2. He can enforce section 144
3. He can impose curfew
4. He enforces all the orders of state government
5. To send annual report regarding district administration to the state government
6. He also looks the welfare of the state

B) As District collector

1. He is responsible for the collection of revenue of his district.
2. He is in charge of revenue department 
3. He is head of district treasury
4. He also looks after the collection of sales tax , duty tax , property tax.
5. He hears the cases regarding decisions of tehsildar.
6. People are giving relief through him in case of famine , floods and drought.
7. He controls the land acquisition work in the district.

C) As the Deputy commissioner

1. Agent of state government
2. Inspection of local government institutions like municipal committes , zila Parishad etc.
3. Inspection of government offices for the performance of officers
4. Public welfare works like public health care centres , primary schools etc.
5. He is the District election officer of his district during elections.
6. He helps the people during emergency.

D) As the District Magistrate

1. Control all the magistrates of his district like SDM.
2. Issue of pistol licenses.
3. Hears the criminal cases.
4. Transfer the cases to the chief judicial magistrates.

After the implementation of 73rd and 74th Amendment Act 1993 There is decreasing to the powers of deputy commissioner and increase in the public participation. It is one of the most important and strongest part of Indian public administration.
